DESIGN-BUILD FACILITY ENERGY IMPROVEMENTS

Customer: Naval Facilities Engineering Command (NAVFAC) Southwest Division
Location: Port Hueneme and Point Mugu, Naval Base Ventura County, CA

RMA performed as the prime contractor for Phase 4 of the Design-Build Facility Energy Improvements for Port Hueneme and Point Mugu, located within Naval Base Ventura County (NBVC), CA. Across both bases, RMA replaced 1,195 existing lighting fixtures with high efficiency fluorescent induction and LED technologies to reduce maintenance costs with improved durability and longer amp life. With the Navy being the second largest DoD agency consumer of oil, Secretary of the Navy Ray Mabus has a goal to cut the Navy’s use of fossil fuels in half by 2020 while promoting environmental stewardship. The new LED lighting system’s reduction in energy intensity and greenhouse gas emissions will provide cost-effective measures for energy efficiency. This project was one of the largest retrofit projects in the Navy’s history.

RMA also replaced all outdoor fixtures at sports fields, gas stations, residential street lighting, tennis courts, bachelor enlisted quarters, and the base perimeter. Water conservation measures were also taken with the installation of 408 new restroom fixtures, complete with sensor-controlled flush valves. The new fixtures use 1/8th the volume of a standard one-gallon flush fixture.

RMA implemented a site-specific safety plan to ensure public safety and closely coordinated power outages with the base, ensuring minimal impact to normal base operations during construction.
